Adopted a bonded pair and only one has settled

Three weeks in. One of them is on the sofa doing zoomies at 8pm. The other is still living under the bed and only comes out at night. Does the confident one usually pull the shy one along eventually?

Often yes, and it can take months. The confident one doing normal relaxed things in the room is doing more work than you are.

Ours was exactly this. Bold one first, shy one about ten weeks later, and now you cannot tell which was which.
