Litter box politics with three cats

Three cats, three trays, and one of them has decided the bath is a valid fourth option. No change to food, litter or routine that I can point to.

Worth ruling out anything physical first with a vet, because going outside the tray is one of the ways cats tell you something hurts. If she gets the all clear then it is politics.

The usual maths is one tray per cat plus one spare, in different rooms. Three trays in a row down one wall counts as one location to a cat.

They are all in the utility room. That might be the entire problem.
